Cole Engineering provided environmental assessment, preliminary and detailed design, tender preparation, and construction inspection services to the City of Hamilton in support of the Enhancement of Windermere Basin.
The Basin is located at the mouth of the Red Hill Creek and was constructed in 1990 to act as a sedimentation basin to protect shipping routes within the Hamilton Harbour. The City of Hamilton has subsequently acquired the Basin and opted to enhance the existing site into a productive coastal wetland while maintaining sediment transport functions in a new dredging area within the Harbour.
Cole Engineering provided environmental assessment, preliminary and detailed design, tender preparation, and construction inspection services to the City of Hamilton in support of the Enhancement of Windermere Basin. The Environmental Assessment followed the Schedule ‘B’ Municipal Class Environmental Assessment (Class EA) process concurrently with the completion of a Canadian Environmental Assessment Agency (CEAA) screening process.
Project management challenges included co-ordination of a large multi-disciplinary Project Team and adherence to an implementation schedule tied to Municipal, Provincial, and Federal funding deadlines. Construction of the project required approvals from numerous agencies, including Department of Fisheries and Oceans (Fisheries Act), Transport Canada (Navigable Waters Protection Act and CEA Screening), Hamilton Conservation Authority (O.Reg. 161/06), Ministry of Environment (Permit to Take Water), and Canadian Wildlife Service (Migratory Birds Convention Act).
Significant construction challenges were solved through the implementation of innovative dyke construction, dredging and capping methodologies. The new coastal wetland includes a two-way pumping chamber, a fishway with carp exclusion measures, and electrical service upgrades to facilitate future maintenance activities at the mouth of Red Hill Creek.Scope of Services
